Basically desmogging is the removal of the emission control hardware on the engine. The emission gear uses lots of vacuum hoses that tend to split over time and cause deceleration popping and other power problems. Removing the smog gear reduces these symptoms and makes future problems related to vacuum hoses go away. It won't make it go faster or get better gas mileage, but it gets rid of issues related to vacuum hoses.
It also frees up vacuum connections on the carbs if you want to install a cruise control like the http://www.murphskits.com/catalog/product_info.php?cPath=25&products_id=422 unit.

I decided to do this while replacing my motor With the shiny kit from Red Eye. Man does it get rid of a bunch of garbage on the motor and will simplify re installing the carbs greatly.

Can't answer better than Fred, and Jess's picture are great. 

When I did mine, I left the chrome pipes on, plugged the ends and zip tied them together so that if the left wing, do good, baby sitting legislators in this state decide to change the laws to require it, I can put them back together easily.

I just desmogged mine. No noticeable operation change. The vacuum line was getting ready to crack thru all the way. No more weird popping noises when idling in the driveway. I just wonder if the EPA and the engineers ever really did a study to see if the pollution crap on this bike ever really worked to reduce emissions? Did this crap really inject air into the exhaust for the after burn or just recycle exhaust gas to be mixed with the air in the air box? I ask this as one expect to see the air tubes clean on the inside, not black like mine were.

I had just the opposite effect with the pinging my engine never made a ping sound when stock after the desmog and a slow jet change it now pops every now and then and it has stock pipes a k&n filter and has had all prpper adjustments to the piolot screws made and carbs adjusted I can live with a pop now and then nothing major
