first time  installing front tire, and have a question...when I make the left axle flush with the fork the speedo  housing becomes very tight, and will not rotate....is that how it is supposed to be or should I  let the axle stick out an 1/8..then it remains loose...thanx

The axle should end up flush with the fork. There's a nub on the inside of the fork and one on the drive housing, which should be up against the backside of the fork nub.  Just loosen the axle, turn the drive til it's up against the fork nub. Tighten the two pinch bolts on the left fork, tighten the axle nut, then the right fork pinch bolts and you'll be ready to ride.

Don't forget to pump the brakes back up before your ride off into the sunset.

+1 what Blackdog says but before you tighten the right hand pinch bolts, bounce the front end up and down with the front brakes applied.  Otherwise you may have some other issues to deal with.
