If you did not automatically get a picture in your head as to how the mechanics of this simple operation work, I would suggest that you take your left side cover and seat off, operate the seat lock key, and get that picture in your mind.
I did not have a clue as to how it worked when out on the road and needed to remove my seat. You will need that picture in your mind if your seat lock key will not turn and you need to remove your seat.
I did have the benefit of coming home and typing "seat lock" in the Tech board search window.
Thanks to all of the folks who had posted information here before,  I was able to get the seat off.
Just as the majority of the posters had suggested, my problem was a lubrication problem and not the lock tumblers, as I was first absolutely sure it was going to be.
There are too many posters to list, but thanks to all of you for posting the information.

The seat lock isn't a lock mechanism at all.

If a problem occurs that will not allow you to remove the seat with your key, well remove he left side cover and the "key to cable" assembly can be removed and you can then pull on the cable using pliers to unlock the seat hook.

The bottom line is that the cable needs replacement. I've done this several times on various Valks. It can be a time consuming effort due to lack of space, but no harder than an air box installation. Take your time and it will come together quite nicely.
