Low speed surge, clean low jets!

I have been having low speed surge for quite a while and the problem seems to be getting worse
all the time. It first started after the bike sat all winter with gas in it. I checked everything and
sent carb cleaner through it. No help. Yesterday I finally removed the carbs (what a pain) so I could
check the jets thoroughly. The slow jets are clean as a whistle. So are the mains. The vacuum lines
are good, with no leaks.
I would like to check the pilots but I have no wrench to remove them with. I looked all over town
for a tool that would work, with no luck. So now I suppose I'm going to have to order one off the net.
Where can I get such an animal??

Pilot tool,, make one.. It isn't hard to make one, then once the screws are out cut a slot in them for a regular screw driver and add a dab of never-seize to the threads before installing them..

if the pilots are not too tight you can make a tool out of a spent .22 shell casing, just flatten out a spot in the side of the case. Like was stated cut a slot in with a dremel and put anti-sieze on them.

I have never heard of a Valkyrie surging but now yours is surging.
I would not think surging in Valkyrie would be so much of a fuel/air mixture especially if you have verified no clogged jets.
I think it is more related to synchronization of the carburetors. Where a couple of the cylinders are doing most of the work while a couple others are just loafing. One symptom of poorly synchronized carburetors is the motor has difficulty idling down and wants to tend to over run.
This could be interpreted to be surging.
Does this sound like what your Valkyrie is doing?
