After having the local bike shop replace the leaking seals on my 2000 tourer, I decided to push them up and down a few times before putting them back on. The right side fork works normally - in other words - feels like it has dampening, but the left side feels like a pogo stick - just spring with no dampening. I thought they might have forgot the fork oil but the repair guy said no and that each side took different amounts. He said that was how they were supposed to be. I didn't check them for dampening before taking them to be fixed so I don't know how they were before. IS THIS NORMAL???

One side dampens when being compressed, the other side when being extended (recovering from being compressed.)

If you look in the Honda Valkyrie service manual you will see that only the right fork has a damper.  There is also one compression spring.  The left side fork has no damper, but has an additional spring to cushion the rebound.  If you don't have the manual you can see the fork assembly diagram in the Shop Talk section under the article Lowering Valkyrie Forks.
