My rear tail light is only half on with running lights but fully works with turn signals.

They look like they are OEM lights, but I am not sure.  Did Honda use LEDs on a ’99 interstate? If so where is a good place to get replacements?

No LEDs on the back of a bone-stock Valkyrie.  You have something aftermarket.

If what you have looks like this, you have a "Radiantz" led taillight.
It is easy to still get them, google knows where...



I have that setup... at the last ride I was on, Meet In The Middle I think, people
commented on how well they could see my tail lights...
