Wow, that is bad. I have seen a lot of stuff done, but I can't believe anyone that is either sane, not cracked out or whatever would even try to pawn that off on someone as a job performed/completed.
I do have to admit, that over the course of years, some people's perception of what is good, or even acceptable is very different. I recently managed a drilling rig construction project, and some of the guys calling themselves welders and really thinking that their output/fabrication/welding was braggable was in fact, deplorable. It was similar to that when I did I.T. management, just different products. Here is what is scary, just think, that mindset happens in all trades and professions to one extent or another...
