May have found an Interstate to purchase and could be a fly and ride. Would like to have a GPS for the ride home and need advice on where to mount it and if there is a 12V outlet on the bike. Suggestions?

I have a TOM TOM one xl with a vent mount that is mounted on the vent at the bottom of the windshield which woks well.  The speaker reflects off of the windshield which makes hearing the directios easier.  As for the 12v power I wired in a 12v outlet on backside of the left fairing.

Give a look at Expressmounts.com for a cradle for your GPS, they may have the RAM mounts also

Probably not a  plug on the bike unless owner has installed one.
