I need to tweak the mixture some, based on the look of the plug fouling.

Which way do I need to turn the D shaped tool to lean the mixture (carbs are mounted)?

Just think of it like a screw,, clockwise will seat the needle and lean the mixture.  You may want to start with a carburetor synchronization.

Do you know what size your low speed jets are? If they are OEM, adjust your pilots to 2 turns out then do the synchronization as recommended.  I'm assuming nobody has messed with the needle valves.

Plug fouling is rarely the result of ill adjusted idle mixture.

There is a recognized "good practice" for procedures, how to

inspect plugs for running condition.
