My 99 Valk has stock tires on it. What would it entail to put wider tires on it?

Up to a 200 motorcycle tire, no change.  If you go 205 darkside then some adjustments might be needed such as centering the rear fender and removing the nut cages.  Anything wider and you are getting into some original engineering.

205-65-16 car tire otherwise known as dark side. Nut cage mod and me and a lot of others are happy  2funny LOTSA search available here on dark side applications.  cooldude RIDE SAFE.
