Does the speedometer assembly on the front axle suppose to move freely?
I just replaced the front tire and everything works, and lines up  but I don't remember if the speedometer assembly that the axle slides through  is suppose to be tight or have some freedom to rotate a little on the axle when everything is torqued.  Mine is tight  and does not rotate on the axle and I did install it on the correct side of the tab and everything works.

My 98 Tourer is tight untill I loosen the fork pinch bolts.

It sounds like you did it right.  Its not supposed to be able to move once all is torqued down.
