Both, plus the slinky?  Should replace with original equipment to get the perfect bends.  Here is a source:    http://www.hondapartsnation.com/oemparts/a/hon/506cb5c1f870023420a41658/radiator

I was gonna replace the lower with a chrome hose I found at pep boys..but  upon reading this blog...I'm not so sure now....I've seen pics on this blog w/valk that have them but it seems they may leak

There are three hoses.  Don't forget the water pump hose.

If you want a chrome rad hose consider ordering the slinky for an IS it is SS and looks much better than the standard or Tourer hose slinky.

I've got a 01 standard and a 99 I/S and they look identical to me. But I guess the I/S 's could have been replaced by the previous owner.

The one on my IS is SS and the one on my standard is black and about a 1/4 as many wraps as the IS.

I think '97s and '98s had black ones with fewer coils and '99 and up had the SS ones with many tight coils, regardless of Standard, Tourer, Interstate. My 2000 Tourer came new with the SS one.
