Sorry for what I think is a dumb question, but since I'm not very familiar with the details of the Interstate, I'll ask.

Are the bags for the Interstate identical to those on the "Tourer" and can Interstate bags be mounted on a Standard without modification?

No dumb questions. Yes only difference is tourer bags have a seam down the back and I/S do not.

Another difference is that the Tour Bags are hinged at the front of the bag, while IS bags have a 'hook', and lay to the outside when opened...  This is to allow better access to the bags, when the bike is equiped with the IS trunk.

What Black Dog says is true,

Tourer bags will only work on an I/S, if you change the hinge out.

Other wise the Touer Pack won't let the lid open.

Mounting hdwe is all the same.

The seams are different and also the hinges. Tourer hinges the lid to the front and I'S hangs off the side of the bag. You need the bag mount stuff to mount the bags. I have a tourer and use the I/S hinges. I like them better. You can take the lid off and lay it on the seat or ground. Also its easier to open the bags if the lids have stuff attached to them.
