How do I get the chrome cover off the oil filter on my new to me 1999 IS ???

That's an aftermarket piece. The cover I had used set screws around the base of the cover. You just need to loosen them with an allen wrench.

the interstate comes with a chrome cover, but it does come off as he said, also has a chrome cover around the hose,

I believe the "chrome cover" around the radiator hose a.k.a., "The Slinky" actually started in 2000.

No, the Interstate does not come with a chrome cover. Their aftermarket. The slinky was on my 99 from new. Sometimes you just have to dig them out of the cover. Mine was so bad, I just tossed it along with the filter. cooldude

There is a chance that there is no cover on it. It may be a chrome filter.
