I'd suggest don't use a torque wrench on those, or most any other small bolts on the bike. Just pull them up snug and tight with a small wrench, then check them again after a few rides. As for the top collar of the caps, the size of the slots in the Valance were made purposely to allow them to slip that top collar in the slot. That's per the folks at Kuryakyn. I first leave the valance sitting loose over the plug wires with the caps pressed down onto the plugs. Spray the top of the cap with some alcohol and gently pull up on the plug wire. You might need to use a small screw driver to help but they usually will slip right in place. Once all the caps are exposed on top, then bolt the valance down.
A bit of advice; whenever trying to move metal against rubber/plastic....anything not as hard as the metal itself, spray it with some regular rubbing alcohol(alky). I also use it when threading wires through a bit of insulating tubing. Makes it real slick, dries quickly and doesn't leave any residue.
