I don't know about the amps, but 11.3 volts is below spec.  Around or just a hair over 14V is the correct output.  My battery rests at just under 13V with the engine off.

I would be looking at that alternator.  How many miles on the brushes?

watts divided by volts equal amps

650 (approx)  / 14 (approx) =  46.4

That is maximum, not average, not minimum.
At rated specific RPM.
