Inside each carb is a spring which put resistance on the slide. The IS is heavier and Honda wanted faster throttle response. The IS springs are weaker which allow the slides to come up faster when the throttle is opened. The IS ICM is also different, allowing two more degrees of spark advance in the mid range.

I/S ICM has a
different curve from idle to 4200 rpms not a 2 degree difference

I only went forward with this MOD because I found a ridiculously cheap set of IS springs from a member here.  I changed them and the difference was slight but noticeable to me.  The change I was looking for and feel I got was better low speed control.  I do a lot of slow driving and the IS springs allow throttle input in smaller increments with less surging/jerking.  YMMV but that's my story and Im sticking to it.

Same reason I changed mine.  Read about it here and a member was selling a set cheap.
To me if there is a difference it is slight.  Very easy mod and takes about 5 minutes or there abouts.
