Go to ACE hardware or a plumbing supply store and purchase a 1/2" X 3/8" nylon barbed fitting with a threaded head. Get a lightweight brass or plastic cap to fit on the threaded head if a cap was not supplied.
Slide the existing clamp up the puke tube and remove the plastic plug and clamp. Place a slightly larger clamp on the tube and insert the barbed end of the nylon fitting into the puke tube. Slide the new clamp over the barbed end of the new fitting.
Trim the barbed end of the nylon fitting if it is longer than the plastic plug. Otherwise it will hang further down than original setup.
Now, when you get ready to drain the tube, just unscrew the cap. No need to bother with moving clamps and pulling plugs!

Sounds like a lot of work for no problem. I remove the clamp with my 2 fingers and pull the plug for a second. Reinsert and slide clamp back in place. No tools required. YMMV
