Going with progressive 412 heavy duties as replacements for the oem rear shocks. What size was oem? was it 13 inch? let me know.

I put the 412 heavy on and got a VERY rough ride , had to send them back to be softened up.

how much do you weigh Lazy?

Also, although I agree stock rear shock length is 13", I just mounted 2 - 12.5" Progressive Heavy Duty (HD) 444's on my Valk' Tourer and height from the floor to the rear fender was identical to stock.  Sag was also identical; or 3/4".
-Stock shock rear spring load adjustment setting = 3
-Prog' HD 444' rear spring load adjustment setting = all the way up, softest setting.

I'm 5'10", with a 32" inseam; 185lbs wet
Ride two-up ~ 20% of the time.

Notes
•Heavy Duty Applications are recommended for riders that are 250lbs or more or for riders who ride 2 up over 50% of the time.

Give due consideration to whether one or both of these apply in your situation, Scott.

Finally got the progressive 412 heavy duties on and wished I had done this five years ago its like a new bike.
