 Does anyone know where I can find a set of saddlebag rails for a 2000 I/S? I'd prefer new but I have exhausted all possibilities in the aftermarket world that I know.

The eBay knock-offs are your best bet, they're pretty darn good...

I have both OEM and Ebay knockoffs.  The Knock0ffs can be had for 1/10th the price of the OEMs and are Pretty Damn close.  I also got excellent service and replacements from the Ebay seller when the first set I ordered showed up with some minor flaws in an area that you would have had to stand on your head to see.

Agree with all of these posts.  The knockoffs are NOT Hondaline and are not perfect.  If you need perfect don't go with these. 

Mine on my Tourer look great to me, but there are flaws.  Fitment was a bit of a challenge also but you have to look hard to see both the flaws and the fitment issues.

They seem to come onto Ebay regularly - don't overbid on the first set you see for your IS.

I'm with the others on this one.  Fitment isn't the best but with a bit of tweaking on the lower arms that attach down low near the mufflers they look good.

I just put on a set two weeks ago and like everyone else, the arms that attach down near the mufflers were hard to get aligned. I ended up putting 25mm long M6 bolts through the stock hangers and running the ends of the bolts thought the bag rail bars and then putting washer and nuts on the end of the bolt.

There was no way that I was going to be able to get the stock bolts to work with the additional bar.
I'll try and get a picture uploaded here to show what I mean.

I bought a set off of ebay a year or so ago. Down here chrome is hard to care for. They started rusting on the welded areas. I had them powder coated black. Fitment was rough too, a ratchet strap works great to get the bolts to align:cooldude:

I think you're Ok, the stock bars come with a longer bolt and also a spacer that's about 3/8" long that has to be used when installing the bars. I referring to the attachment of the long arm under the bag support. It uses the same threaded hole as the one that attaches the bag itself, the one in the bottom at the rear position. It's always been a little pain to get that one connection together.
