Thanks to baird4444.  I rode over to Montrobia to help him break in his new fluid gun and got the old DOT fluids flushed and also new antifreeze.  

After hearing me gripe about my oxidized wheels he tossed me a small tube of Maas metal polish.

Says on the label that it cleans, polishes and protects silver, gold, brass, copper, stainless steel, chrome, aluminum... ALL metals.  Restores glass, plexiglass, fiberglass, enamel... and removes years of residue, rust, tarnish and oxidization.

It's good stuff, Maynard!  I had tried the California Custom Purple Polish and Deoxidizer, which is good.  The Maas polish is the best I've ever used, and a little goes a long way.  Never seen so much black oxidization come off, and it buffs out to a really nice shine.
