I have read about the recall years ago for the rear fender but I expect that is long since obsolete. The rear section of my rear fender has the buckling issue described in the recall and I am wondering if anyone has ever come up with a fix. The only thing that came to mind for me would be to bend a piece of flat steel to weld to the inside of the fender, but that would mean painting the fender and if I was doing that I might as well try to buy a later fender that wasn't buckled. I have seen a few fenders come up on ebay, but like a lot of other Valkyrie parts they seem to fetch a premium price. My bike is a 97 Standard if that makes a difference.

I have a black rear fender complete off a 99 if you are interested? My 97 is not showing signs of any issues at this point. I am in no hurry to sell this so you have time to think about it.

Fender trim bolts to the brake light mounting bolt and supports the fender.  Now my hitch does the same thing since I fabbed a support underneath
