Just to play devils advocate here...

Dubya walked in with no music, the Marines went crazy. Barry walked in to "Hail to the Chief", a Ceremonial March which they are required to stand at attention for. ie... no clapping/cheering..

Dubya walked out with no music, the Marines go crazy. Barry walked to apparently polite applause with a voiceover.
