Well I took my bike in to Honda to help me bring it back to the condition before I began work on it.   They replaced the chock cable and did some other things, it works now but not at peak power. 
I need to find a master mechanic in the north Florida area that would be willing to look at the bike and maybe get it back to full power.    The bike runs well, but when I give it the gas it hesitate at the higher rpms, almost like it has red lined.   I am not ever close to redlining it when the power seems to melt away.  I have limited myself from trying to pass cars because I am not always sure I’ll make the distance. 

I would be willing to drive it down south (or up north)  if there is someone able to fix it and store it for a week so I can pick it up the next weekend.

Sounds like the vacuum side of the diaphragm in the petcock not holding.  I had two of those small wear holes in two separate petcock diaphragm's that would let the bike run but not at full power.  They will wear through where the aluminum meets the rubber in the center.  I finally installed a Pingle manual petcock and got rid of the vacuum line.
You can test it by pulling a light vacuum on the line that should be attached to the left rear or #6 cylinder's vacuum port.  If it holds vacuum it is working correctly.  If it leaks down almost immediately it has a hole in it.  There is a small hole in the bottom of the petcock to allow the diaphragm to move when there is vacuum applied.  I found that in my case anyway when the leak is only partial if the hole in the bottom was sealed as in putting your finger over the hole it would make the bike run to higher rpm because the running engine would pull enough vacuum to hold it open farther.

Ok, I am tried, so I may have to read this a few times to get it right, but are you saying that I should I rebuild the petcock?

I'm betting that his fuel line is to long and kinking just letting enough fuel to run at lower rpm's
and not full speed...  But what do I know.....

If there has been no extra filter installed between the petcock and the carbs and the line is stock as in no extra line added to kink as suggested I would take the tank off and at least test the petcock.  It is easier to test when it is off the bike even though it's a pain to remove and install the tank.  One other thing that comes to mind is that the air filter needs to be changed.  If it has not been changed you might order one and change it while you have the tank off to test the petcock.
You can test it for leakdown while on the bike as stated before by removing the vacuum line that is attached to the back side of #6 cylinder intake and see if it holds.  Again it is a better test if you remove the tank (easier if it is low on gas) and place it in it's normal position on a workbench and pull a vacuum and see it fuel flows when the petcock is in the "on" or "res" position.   Just put a container underneath to catch the fuel and make sure there are no sources for it to ignite, I test it outside.  It should flow as long as there is vacuum and the vacuum should hold it open and not leak down once applied.  Fuel should not flow when there is no vacuum or in the "off" position.
There is a repair kit that includes the rubber diaphragm's and a few more misc. parts.  This is the Honda part # 16953-MBZ-B51 if you find that it is defective and want to replace it.  I replaced mine twice before I changed to the Pingle.  Air filter part # is 17210-MZ0-000.
If the vacuum holds and fuel flows properly and it does not leak fuel then the petcock is o.k.

Ok, I am tried, so I may have to read this a few times to get it right, but are you saying that I should I rebuild the petcock?  

Sounds like the petcock to me too.  Id replace it with a quality valve, that OEM thing, once it needs rebuilt isint worth messing with IMHO.  Hardest part of the switch is taking the fuel tank off (which isint that hard) If you get a Pingel its a bolt on switch, the only extra part you will need is a very small screw type hose clamp as the output port for fuel is smaller than OEM by a little but it still flows more fuel.

If you take the tank off at least check the air filter.  If you don't know when it has been changed you might just change it as you have to take the tank off to do that anyway. 
If this will be your first try at removing the tank let us know if you need step by step or PM one of us for help.
