What kind of horns?
Car horns...people usually mount to that fiber panel in between the arms of the swing arm. Not sure but may have to use pop rivets.
Air horns are usually mounted, one per side to an exhaust hanger bolt.

Same here  . I think you still have enough room to mount it off the cross member. I don't have the permanent adapter, but I mounted horns on my Standard and still have room for my adapter. Mine are mounted on that space you have between the kickstand mount and your adapter.

OK swing arm is out. Maybe I can mount off the kick stand bracket. What horns are you using and what 12V relay?

Is your bike a standard/tourer or an Interstate? If an Interstate a WOLO or Stieble will fit under the radiator pod. That is where I put mine and it is hidden can't even see it.

Do not drill into that ridge on the inside of the swingarm (per your dots).
Do a search for Troutdude's findings on DDT's swingarm. Since that was discovered I blow compressed air through that channel every time I service the rear-end to be sure it it is open.

My horn is mounted to a steel plate, then the plate is mounted to the swingarm underneath by two long hose clamps wrapping all the way round. No drilling.
Two Stebils died under there sucking up water and road crud. First one had the horn facing forward (bad idea), 2d one had the horn facing backward, it still died. Replaced with a car horn; still working.
No clearance problem with jack and homemade wooden adapter.

I've mounted horns to the plate under the swingarm. Just drill into it and tap the hole or use a pop rivet.

I sold that PITA red jack adapted, purchased the permanent mounted adapter that is sold on eBay and mounted my air horns to that adapter, which still leaves plenty of room for the jack.
That red adapter is really a PITA IMO.
Previously had an air horn installed in the right IS POD, but my present IS has Fog Lights

I put my two car horns up front,   and I have two electric marine boat horns installed with a bracket attached to the one kick stand bracket bolt. boat horns lower frequency sound waves travel further. standard loud mini-van or pickup horns higher frequency sound waves don't travel as far, all together very loud.

I had BigBF's horns originally, but I found 2 pair of Mopar older model horns in the junk yard. They will wake up the dead. My son's other half about pees her panties when he hits the horns & they are riding.
I walked by the front of MGM the other day at the shop and he tapped the horn. I jumped, wanted to tap his brain for that.
PS: These horns are on or in thr swing arm area.
