Hello all,
 I must confess I am a little embarrassed to post this question after reading all of the technical questions that are asked and answered on this site but here you go.
I have a set of Rivco light bars.  One is working, the other is not.  I have confirmed current is coming through the the hot wire and that the ground wire is not properly grounded.  I have run a wire from a good ground source battery and bolt to determine this.  (Light lights up as bright as the sun with a good ground). 
So here is the question, how do I confirm the ground wire inside the Rivco housing is truly grounded.  I have cleaned it,  scrapped it,  taken a rotary tool to it, and  everything else I can think of.  I can't run another grounded wire inside the housing from the outside because it is sealed. 

Does anyone have any suggestions on how to get this freakin light working.

I'm not sure I understand how you are testing the ground, but if you are grounding the metal light bar and it works, then the ground wire inside the light bar must not be grounded to the light socket, or the wire is broke. There must be a way to replace the ground wire. Sorry, but I don't understand the situation.

Do the lights work when you ground to a bare metal point on the frame? If so, make sure the mounts for the lights are properly seated against metal and have nothing preventing the light bar from grounding.

That was the problem.  The light bar was not grounded.  It tight on the fork but still not working.  Very weird.  Thought about just running a wire from the frame to the light bracket to assure the ground.  Seems to work fine once I do that.

Darryl, When I went to install the national cycle light bar on my 97 I added a ground wire from a head light bucket bolt to a bolt on the frame that holds the ignition coil. This took away the need of depending on the bearings in the neck to complete that ground to the front fork. It never hurts to have more grounding connections.
