I don't think so... they lack the cutout that the sissy-bar
tabs come out of... that's what you hook the cruiser bar
to... seems like a Interstate fender rail would look "finished"
on a solo bike without the cruiser bar, since there's
no tabs...

When I super Valked both Interstates I bought one complete cobra sissy bar and one OEM Suzuki sissy bar both for a vl1500. Then drill two holes and toss tiny red reflectors with double sided tape on the very back holes not used anymore and it gave me passenger back rests. These were mounted to the four studs that the IS trunk mount did. Use the same bottom pieces and mate with a cruiser bar instead of a sissy bar and done.  

It might not give you the exact same desired look but it is an idea.  

First pic was where I got the idea, not my bike nor my idea LOL.

That is my personal taste, and why I put Interstate fender rails on the Tourer.

Reason is I have the rare hard to find grab rails that I want to mount and they do need the tabs to be able to mount them.
Your intruder part Jerry is a great solution, and I don't mind the finish product it looks good.. Thank you all
