What happens if I cut most of the muffler off and remove the "innards" then slip on a short (stops before the axle bolt) chrome exhaust cover?  Rejet?  Too loud?  Any input would be helpful.  2003 standard with 5500 miles.

Search and archives should be your friend. Common subject years ago. Really shouldn't need rejecting, maybe just a shim of the needles.

Why cut up a good set of mufflers, just cut off the tips if you want  more sound, and if you don't like the looks, change the tips.

Please do not cut up a set of stock oem pipes.  They aren't making any more of them. 

There are plenty of pipes out there that have already been cut up that meet your qualifications.

Thanks for the replies.  I have searched the old records.  I don't see any posts on a "hollowed out" can on a factory set of headers.  Most appear to have a glass pack inside. I don't think I want to go that way.  I may have misread but I don't think so. 
The piggys were cut off and the end drilled when I got it.  I have a set of oem pipes in the shop, and I won't hurt them, but I might trade them for a very nice set of cobras.  We have a 14 Goldwing so this bike is not ridden much,  just to short hop around town.  Loud is not an issue, but trying to avoid the raspy sound of a mad hornet.
