2000 Interstate. Everything is stock. The high, low, switch checks out OK. All plugs seem to be clean and making contact. Would a bad relay cause this? If so, I need a part number for the relay. My shop manual shows a relay but no part number.

Bulbs can go bad even though you can still see "good" filaments inside the bulb.

Should have mentioned that the bulbs were both replaced last summer. Also they both stopped working at the same time, I am sure it is an electrical problem.

I just discovered there is another relay, with the same part number in the harness. I swapped the relays and still no high beams.

I think you got it. I'd swap both of them out for new ones and have a spare.

Are these relays behind the coolant reservoir ?

Yup, in front of the battery.  There's 5 there, 4 the same and the other is the turn signal relay.  The 4 that are the same are 1 low beam, 2 high beam, 3 bank angle and 4 radio.
