I see occasional references to a piece of foam in the air cleaner either above the element or at the entrance to the air box.

The consensus seems to be that it should be in place except if you are using a K&N filter.

I don't find the foam part listed by Partszilla or other parts houses nor to in remember it being included with an OE Honda replacement element.

I do not recall this foam being present when I last changed the element. I'm plagued with the common night fuel consumption problem. Engine power seems " pretty good", but not astounding.

Is it correct that I need the foam part?

Where can I obtain the part?

I could be wrong, but I think the foam pre-filter is entirely unique to the K & N filter - though some users choose to run without it.  I don't recall anything sitting atop the OEM version.  Terry

Think what you are referring to is not install in US bikes.
Australian ones have a 4" square by around 3/8" thick pad glued onto the air filter cover in the intake tract.
It is a sound control device but also restricts the air flow. Our bike run 78 main jets against the US 100's. Take the foam out and you have to run 100 mains to remove the developed flat spot.
Look at winding your slow needles in a little

K&N come with a prefilter. just a piece of foam that you can put over the bottom side of the main filter for extra filter capabilities. Stock filters do not have this prefilter.

For photos of how a K&N filter looks like:
