If your bags have three holes, I think you are first going to have to find the dimension-spacing of the Cobra and Hondaline rack legs (holes) (I doubt they are identical) to discover what what was on your bags originally, then you will have a difficult time trying to find (or afford) a set of either the Honda or Cobras bag racks used. Once you know, you can post a wanted-to-buy add in the classifieds, and check (better to call) Pinwall Cycle. If you can find the original written directions for installation that came with these racks on line, they might have a diagram with leg dimensions (or not).
EDIT: Notice, the Hondaline racks have two holes/legs front, one hole rear. The Cobras appear to be reversed with two legs/holes rear, and one hole front. (Though in my searching for photos, it looks like some guys put the cobras on backwards.) This may also help you narrow your search.
I have a set of the original Hondaline racks on an interstate, and can go out and measure the hole/leg dimensions later today and report back. Maybe someone with the Cobra racks can measure theirs for you.
Short of that, you can fill the holes with bondo (or something) and repaint.
Or an easy fix-up would be to find some nice chrome acorn nuts and short bolts (and use rubber washers, and clear RTV sealant to waterproof the lashup) (bolt inside out in lid, rubber washer inside, rubber washer outside, chrome washer outside on top rubber washer, then acorn nut on top) and just have three studs on each bag lid.
I would steer clear of the six bullet hole decals.

I think I have only ever seen one guy actually tie things to his bag racks. For the most part, they are no more than bling and a handle to hold on to when taking the lids off and on. IE, they are not much use other than looks. And maybe protection from small children passenger shoe scuffs in the lid paint.
