After nearly 20 years I had to replace my original petcock on my 98 Tourer. Having bought it new and paying attention to all the advise available here on the forum,  I ALWAYS turn the gas off when I stop and the original devise always moved from on to off and also on to reserve  with a noticeable  CLICK.   It was a very sure snap from one position to another.  My new Oem replacement just seems to glide from one position to another with not very much indication ...........   I makes me worry.  I have heard that the Oem  petcock has been improved over the years and that this new version may act different than my original, I'm just looking for some piece of mind from the huge collection of wisdom here in the VRCC.

It may be installed with a misalignment causing a slight bind in the operation of the switch. I'd remove the tank then replace the knob while the tank is off the bike. If it clicks into position better then check alignment.

Did you buy the new petcock from Honda? There are look-a-likes on the market that are not true Honda parts.

Don't need to remove the tank, just check it is not touching the Chrome surround.
Can also just loosen the selector knob screw and see if it turns any better.

Several times I have misaligned the petcock, put it in a bind and no click. Remove the selector knob, grab it with a pair of channel locks and move it as needed.
