I need to fix it and go back to the shop that failed me. In this case the "fix" would be to replace the car tire with a bike tire. I could try to get someone else to pass the car tire, but that might get me a visit from the state police asking why I didn't go back to the original shop. My local Yamaha dealer will pass a car tire. The nearby Ducati dealer certainly won't.

Get a second rear wheel and stick a bike tire on it and use it for inspections (only).  Servicing the rear end once a year is a good idea anyway.

Sell the bike (on paper only) to a relative/friend in another state. Preferably, one with no inspections, but it doesn't matter since your state cannot enforce another state's inspections laws. Have him register, title, insure, and get a plate for it and run that (you pay all those costs).  It's also a good idea to get a simple power of attorney from him giving you the right to use and ride his bike (for a limited time, like 6 months; and have a pile of them ready for every 6 months). So you have something to show the Man if you get pulled over with out of state tags.  (Of course, you have to trust this person not to take actual possession of it, since he is now the lawful owner)

When on active military duty, the Soldier's and Sailor's Civil Relief Act allowed us to keep our home of record State's title and licenses and avoid all the horesh!t that would otherwise be involved in moving all around the country where Uncle Sam sent you.  It was really helpful in CA with no catalytic converters or smog pumps on my vehicles.
