  My solution is when an illegal is caught , ??? load him (her) into a pumpkin cannon and shoot them back. If they survive three attempts  , then they can sign a roster and wait in line for an application to apply for citizen ship . If accepted  , then they go into the military for four years. After that , their application will be considered.  
  The last time I read , the cannon record was just shy of a mile. I think pumpkins will travel a little farther than bodies.
