Thanks for your message WintrSol.  I did my best to check the location but did not want to disassemble the petcock again.

I put all the things back together, made sure I had some gas in the fuel tank (not full just about a 1 1/2 gallons), verified all the parts were the and apparently in the correct spot.

Lowered the bike and put it on the side stand (I use a block of wood to raise the bike up a little.

I then opened the petcock and waited for 30 minutes to let things sort of settle and then put the key in the ignition (with the choke on full) and did a "start".

I was really surprised that the bike started so quickly.  No hesitation, just started.

Put the choke back to "normal" and let the engine run for about six minutes (trying to verify the fuel petcock was the source of full).

It ran fine so I turned the bike off,  put the "fuel tank BIB" back on, waited another five minutes, and then restarted the bike.

It actually seemed to respond better to starting then it had prior to the replacement of the fuel petcock but.....that is hard compare.

Again, thanks to all who commented.  I truly appreciated the comments and information.

Next on the docket is changing the oil and oil filter so it is ready for riding.  I look forward to using it a little more this year.

That would be consistent with the fuel screen being partially clogged.  Keep that petcock.  It is probably still good.
