i bought an OEM Honda counterfeit petcock online.  the OEM petcock is now $200 on partzilla, that's crazy.  today i tested it.  i couldn't get it to open.  maxed out my handheld pump at 25 psi.  i had another one i bought along the way and same result, brand new out of the box.  valve won't open.  tested my original petcock and it opens at about 2 or 3 psi.  can't believe the bike ran with the fake.  no wonder it was starving.

I know you meant 25 inHgV instead of 25 PSI but it scared me a second thinking you put 25 PSI on the diaphragm. 
Was messing with a buddies bike that was starving after installing an after market petcock. We found the diaphragm was hard as a rock and took over 12 inHgV to open. Rebuilt the stock one with Honda kit and its still on the bike today.
