Can someone tell me just what the Act of 1871 is?

I hear conflicting points of view.

I had never heard of it but it sounds pretty benign. This is from Wikipedia so it lacks drama, innuendo, and conspiracy theories.
Congress passed the Organic Act of 1871, which revoked the individual charters of the cities of Washington and Georgetown and combined them with Washington County to create a unified territorial government for the entire District of Columbia.[6] The new government consisted of an appointed governor and 11-member council, a locally elected 22-member assembly, and a board of public works charged with modernizing the city.[7] The Seal of the District of Columbia features the date 1871, recognizing the year the District's government was incorporated.[8]

The Act did not establish a new city or city government within the District. Regarding a city of Washington, it stated that "that portion of said District included within the present limits of the city of Washington shall continue to be known as the city of Washington". In the present day, the name "Washington" is commonly used to refer to the entire District, but DC law continues to use the definition of the city of Washington as given in the Organic Act.[9]

In 1873, President Grant appointed an influential member of the board of public works, Alexander Robey Shepherd, to the post of governor. Shepherd authorized large-scale municipal projects, which greatly modernized Washington. In doing so, however, the governor spent three times the money that had been budgeted for capital improvements, bankrupting the city.[10] In 1874, Congress replaced the District's quasi-elected territorial government with an appointed three-member Board of Commissioners. Direct rule by Congress continued until the passage of the District of Columbia Home Rule Act in 1973.[11]

Well after a bit more research I find a conspiracy theory about the act making the government a Corporation and being controlled by the Rothchilds or some such nonsense.  No telling what else you might find out there.  It's all laughable

Well, it's nice to see that nothing has changed.

A video that explains very well the reason, and terms of the 1871 agreement and what the U.S. lost. Its to long to explain the reasons and the terms. It explains the Federal Reserve and much more.

The laws in place span many years and one by one take away our rights. Its for a purpose just as we see today in any legislation that is supposed to keep us safer.

The President has been allowed to step on the Constitution because these laws supersede it. Laws created partially by this agreement.

President Woodrow Wilson  "I have unwittingly ruined my country"

The Vatican
The District of Columbia
The City of London

What they have in common is they are all  listed as their own countries inside the host country.

The 'Crown' or the City Of London is not owned by the Westminster and the Queen or England.

"The City of London has been granted various special privileges since the Norman Conquest, such as the right to run its own affairs, partly due to the power of its financial capital. These are also mentioned by the Statute of William and Mary in 1690."

City State of London is the world's financial power centre and wealthiest square mile on earth - contains Rothschild controlled Bank of England, Lloyd's of London, London Stock Exchange, ALL British banks, branch offices of 385 foreign banks and 70 U.S. banks.

It has its own courts, laws, flag and police force - not part of greater London, or England, or the British Commonwealth and PAYS ZERO TAXES!

Follow the money. You can choose to remain ignorant of these laws that affect your life most do. But we are  not free men and is the reason the world is changing in ways most dont like.

The flag in Washington’s District of Columbia has 3 red stars, each symbolizing a city state within the three city empire.

The three city empire consists of Washington D.C., London, and Vatican City.

London is the corporate center of the three city states and controls the world economically.

Washington’s District of Columbia city state is in charge of the military

The Vatican offers spiritual guidance and wants to combine all the world religions. "COEXSIST"

The constitution of the district of Columbia operates under a tyrannical roman law known as lex fori, which in no way resembles the U.S. constitution.

I've always felt Wilson was the worst president we have had, until now. I'm surprised to see that he realized some of what he did.

The Revolutionary War was fought and concluded when Cornwallis

surrendered to Washington at Yorktown.  As Americans we have been

taught that we defeated the king and won our freedom.  The Treaty of 1783, will totally

contradict our having won the Revolutionary War

This Treaty was signed in 1783, the war was over in 1781.  If the United

States defeated England, how is the king granting rights to

America, when we were now his equal in status?

Jonathan Williams recorded in his book, Legions of Satan,

1781, that Cornwallis revealed to Washington during his surrender

that "a holy war will now begin on America, and when it is ended

America will be supposedly the citadel of freedom, but her millions

will unknowingly be loyal subjects to the Crown."...."in less than

two hundred years the whole nation will be working for divine world

government.  That government that they believe to be divine will be

the British Empire."

[/quote]thats pretty amazing since Cornwallis did not attend the surrender ceremony, feigning illness.  A subordinate General O'Hara tried to surrender to the French General Rochambeau.  He was directed to Washington who then directed him to his subordinate General Lincoln.

2000 years ago a book called the Bible predicted a one world government everybody laughed . 10 years ago nobody knew the Federal Reserve is owned by a private banking institutions.  When we see goals achieved things move in a uniform direction laws being change without Publics approval and you say there is no conspiracy I think you're the nut.  I say it's not a conspiracy I say it has been orchestrated plan from the inception.  If you have any doubts look what fractional banking is pretty much describe what we have in the US right now.

Many said space travel automobiles most of the modern things we have were not achievable thank God somebody had a brain and dreamed and thought.

So, since the Act of 1871, we have been under a different constitution. The CONSTITUTION *OF*  THE UNITED STATES

creating what is now the UNITED STATES OF AMERICA, INC.

That is how the current administration has been getting away with his "executive orders".

That is also how the government keeps getting bigger.

Please don't just say that I am wrong, I ask you to prove it.

Thank you all.

I guess. I did find it odd having someone quoting something I didn't say.

I think you misunderstood what Willow was saying. At least I took it a completely different way. But like I say, this thing is almost incoherent  crazy2

There is no constitutional provision nor statute that explicitly permits executive orders.  But In times of emergency, the president can override congress and issue executive orders with almost limitless power.  U.S. presidents have declared 52 states of emergency since 1976. Thirty are still in effect. That is the basis for Executive orders. It is not the 1871 treaty.
