Initially seemed promising... after a couple years of promises and setbacks, company has stopped communicating and has ignored requests for a refund.

I avoided the Skully rip-off, but got duped by Intelligent Cranium Helmets out of Woodbridge, VA.  https://www.ichelmets.com

I paid just over $300 in May2016 as a pre-order/downpayment.  Capital One tried to get my money back, but doesn't look like it worked.

Any useful, constructive advice?

The thing to do is to try and discover if there is any litigation going on with them, and see if you can add your claim into it.  Google up their name (actual corporate or business name may be different than the name they are using on line) and the word litigation, and see if you can find anything.

The age old problem is that only company (investment or other big) creditors are SECURED to the helmet maker's assets.  Anyone like you who prepaid for a future helmet are unsecured creditors.

With the usual bankruptcy liquidation of startup businesses that fail, only the secured creditors get anything, and the unsecured creditors get nothing (not even a sorry).

Was Skully and this newer company connected?

No connection with Skully, Jess.  They were actually very proactive initially and showed a lot of promise.  It was good to see a what I thought was a startup company trying to do it right... and from my home state of Virginia.  Oh well...
