I don't see anything custom about them unless that shine is chrome. I had mine chromed a number of years ago for a lot less than $750.

Looks like spiky bat looking bits on the "spokes"... Definitely appears to be more than just chromed to me... |

My guess is they are not chrome but polished aluminum and likely a cast wheel but billit is a possibility. The reason I think they are not chrome is that some of the machined areas are not shiny like the larger flatter surfaces. JMHO
