Not every bike has to be a highway capable bike and for your information these will run 60-62mph depending on the weight and size of the rider. 55 all day long. Good thing that was only opinion and not fact!
For me they would have to be hwy. capable able to do 65 mph all day long since all depends on where you live I guess. I live in small town 1 mile wide all around and basically to get anything or do anything have to drive all country roads 55 mph speed limit at least 13 miles to nearest bigger town of 10K people.
I also think, my opinion based on scooter ownership, that the speedo on most scooters are off 3 mph give or take 1 or 2 say 65 mph on speedo is really 61 mph so if readout states 62 mph is really probably 59 tops. I have driven as well 150cc scoots on hwy and floored was 62 mph but felt like 55 mph in real life numbers. Going uphill me being 280lbs. is more like 50 mph is all not safe to drive on hwys. will get run over from behind for sure.
Now if I lived in a bigger town where you can go 10+ miles all under 50 mph then fine for a 125 or 150cc but unfortunately is not for me. Plus, most 150cc on down scooters are air cooled and run much hotter than 250cc on up scooters with most being liquid cooled then as well engine should last longer not as hot if running hwy. speeds flooring the smaller scoot all the time.
