I see somebody's got a "Hitch Doc" hitch off a Interstate listed on ebay.  Does anybody know if it will fit my '98 tourer (with Nat'l Cycle hard bags)?

It should fit.   To make sure, call Hitch Doc and ask them.   They are very cooperative people on questions on their products.
