Just because the Declaration of Independence declares that "all men are ... endowed by their Creator with certain unalienable Rights," doesn't mean God ever declared this to be true.  On the particular point discussed in the article, I would have to agree with Cuomo, that civil rights are granted by society.  Further, Thomas Jefferson's framing of rights comes from the political philosophy of Classical Liberalism, as espoused by John Locke (England, 1632-1704).  I suspect the "endowed by our creator" part originated from his Epicurean beliefs, and was included to give that part of the Declaration divine authority, thus more authoritative than if it were known to be founded on man's philosophy.  This is not to say that the idea of civil rights is antithetical to Christianity.

Whether you believe in a Creator or not, if you take the position that the most fundamental of human rights are granted and derive from GOVERNMENT (society's rulers), then you have just agreed those rights can be restricted, regulated, taxed and ultimately removed by GOVERNMENT.  That is a very bad idea.

Even atheists should understand this.  (and I'm not calling anyone in particular an atheist)
