Hey they were just trying to hit him in the leg or arm, not kill him.  New better way of stopping a person.   Just wound them.  Hard to hit these new targets, thus more rounds fired.

It's interesting what happens in those situations.

In 2006 my brother and my sister by marriage were in Norfork, Arkansas when outside the store in which they were the police cornered Jacob Robida's car.  Robida was wanted and sought some 1500 miles away in Massachusettes and had recently killed a police officer in Gassville, Arkansas.  Several police officers and deputies threw some one hundred fifty rounds into the car occupied by Robida and his female partner.  Robida was dead after the exchange.  It was determined he shot himself in the head.  There was much speculation for awhile afterward as to whether he shot his partner or she was hit by stray police rounds.  Last I heard they were pretty sure Robida ended both their lives.  More than a hundred rounds?  No hits?  We're talking about a distance of thirty to forty feet and a car dead stopped.

I'm not certain of the answer.  More time at the range?  Training for control under stress?  More opportunities to practice these events in real life?  I vote against the third option.

I can't really talk because I'm not a very good shot with a pistol. But neither of those instances inspire much confidence in the police force of those towns.

It is the "lead shield concept".

When being shot at some just  try to get as much lead in the air as possible. (lead shield)
It is a preservation instinct that overrides reality and training.

Stress and lack of training are the usual suspects.
Although in the armed services some refer to it as suppression fire.

When anyone has asked me why I carry I ask them have they ever seen the police in a shotout.There was one at a bank where I lived and it was like a war zone.when the shooting stopped one bystander was hit and the robber got away,unharmed.I have never seen such lousey shots.When I got my carry permit I had to take a shooting test that at the time,48 years ago,it was not easy as the police did not want anyone to have a carry permit.
Also I called 911 once and got put on hold.Any questions why I carry?

Since he was actually hit in the last exchange, he must have been in the open when Officers Wanda Crooks and Alem-Tsehay Clarke both emptied their 16-shot weapons, with one of the two hitting Harris in the lower leg.     Awesome.  Not.  Probably a ricochet.  

Note to self:  Don't live in Brooklyn.

I don't know if it applies in this instance but I do know some law enforcement agencies only buy pistols with extremely heavy trigger pulls. One of the more popular law enforcement pistols offers what they call a "New York" trigger to police agencies.

As anyone that does much shooting knows, it's very hard to make an accurate shot with an excessively heavy trigger pull. Again, I have no idea if any of these shootings involved these heavy triggers but it's something to consider.

Ha! Yeah, I do wonder how they qualify with them. I'm not sure my wife could even fire a pistol with the 11lb trigger pull some of these special triggers achieve.
