Guess where the 7 out of 10 most polluted cities in this country are. Of course it has to be the most regulated green liberal and one of the highest taxed.

Well they're missing out on another nice tax (CA).

Since property owners are generally deemed to own the airspace over their property up to 500 feet (beyond which is an easement in favor of air travel), they could simply tax property owners for storage of  illegal and unhealthy quantities of air pollution above their property. 

First you force them to pay for meters to read pollution levels, then require a permit for pollution storage in excess of healthy levels with an annual tax, and if it's really bad make them install pollution control cooling towers to assist in abatement.

Similar to jurisdictions which tax the amount of rainwater that runs off your roof and property.

It's El Nino this year.   Maybe a good one if the experts are correct, IF.   It actually rained here (in Oregon just north of CA border) most of yesterday and still have heavy clouds hanging around.  WHY is rain so important.  WELL we haven't had any this year.  Really dry.  AND it was the right kind of rain.  Slow and gentle so it would sink into the ground, not just run off. 

CA did burn a bit this year and they will have more mud slides coming in the near future, if the guy who sided double the normal moisture is coming this year, is right.

Yep, I know. It was asked kinda tongue in cheek.

These weather patterns have been documented for centuries, so, it was kinda mentioned for the al gore-ists.  I was trying to do it in a kind friendly unthreatening way. It probably didn't work.
