From one who is local, traffic or no traffic is a bit of luck and of course seasonal (nat'l holidays and fall colors is often bad traffic).
If not holidays or fall colors, riding during the week (even weekends) is very often not too bad at all) (I believe they recently raised the price, glad I hit the 62 lifetime-free-for-old-fokers deal).
But you can always get behind mom and pop in the Winnebago, rolling at 25-30mph, and it can be a long time before a legal pass, IF they don't do a scenic turnout. IF caught, a pass on yellow can be reckless in Federal Magistrates Court (cheaper than NoVA courts, but still a PITA). They all drive beige/off white SUVs, not boldly marked, and they don't cruise so much as park and wait with radar but usually in plain sight and not hiding. Fairly long (100 yard) straights with
no dashed passing lines are common, and you can pass quickly (3 seconds), illegally, and see very well ahead if there is anyone parked on either shoulder ahead. You rolls your dice and you takes your chances, but this is a pretty safe bet.
I've also been a bit of a PITA and rode out on the yellow with my brights and driving lights and influenced them to hit a turnout. (no flashing or beeping)
However, once you do this, you do not want to hit your own turnout for a while, as you can easily find yourself behind the same motor home again, which is very aggravating.
Skyline is 35mph, and many of the decreasing radius turns wouldn't allow much more than that anyway. But plenty of time you can run 40-45 nice and easy, just watch for off-white SUVs. Just like anywhere else, it's also easy to pace a car running 40-50, 50 yards back, and watch their brake lights. This is really a bulletproof system.
