Apparently, the Pentagon made several suggestions but, the Secret Service has decided.   While Cash and Carry was considered,  During the procurement process for donation plates for the "ride along press" it was determined that many only carry credit cards thusly requiring record keeping.   
This supposedly won during the Secret Service unbiased meeting.
