Huge drain?  How do you figure?  We pay far more to the federal government than we receive.  That's the main reason we can't leave, y'all can't afford to pay for yourselves so you need California to pick up the tab.

Seriously, CA may pay more per capita, however my question has always been is the cost of infrastructure to support CA in other states counted? CA CANNOT even find enough water to support its population without getting fed help.

All I'm gonna say is, if they decide to leave, cut the water off.   Agricultural production will dry up quickly.   So will social programs, no water, no food and very little oil/crude resources.   Think they'll decide to drill then?   My bet is, some attitudes will change.
