Don't draw any conclusions from the member number. The member number simply reflects how many have executed the join process over the past ten years. Some have joined multiple times 
and many have simply slipped away into the night. 
A better measurement may be those who have registered for the current message boards. Since March 2008 we have registered about 2889.
There are also some members who don't post on the general board, but only frequent the local boards.
