Can someone tell me where air/fuel mixture screw is on my 98 Valk.   Does it require taking the gas tank off? Or is it accessible on the outside of bike?

It is on the bottom, on the intake side, inside a cast tube. See #6 in this drawing: https://www.partzilla.com/catalog/honda/motorcycle/1998/gl1500ct-a-valkyrie-tourer/carburetor-components

It shows up in two places on that drawing, and the one on the right shows it better.

there is room to do it, more room if you drop the manifold pipes

you also need a D tool for them (Unless sold outside of USA then its phillips)

Kind of pricey, but you can adjust them while the engine is running with this: https://www.ebay.com/itm/Motion-Pro-90-Degree-1-4-Hex-Driver-Carb-Tool-With-Bits-Honda-Kawasaki/192229367805?epid=1237792539&hash=item2cc1c35ffd:g:LfcAAOSw~rpZUVMS:sc:USPSPriority!63031!US!-1

Easy to adjust and yes there is more room if you remove the intake tube.  Tool is cheap.  I got the Heavy Duty one and glad I did because I had a couple tough screws.  Also I'd recommend you take a file and round off the sharp edges and corners on the brass end of the tool.

I cut a slot in all of my pilot screws to make adjustment easier with the bike running.  Makes life far easier.

In the service manual they list the pilot tool as:

07KMA-MN90101 Superseded by

07KMA-MN9A100

Its a Honda 90 degree tool and very pricy.
