Do most people replace the seals when replacing front wheel bearings or reuse the old ones ? I will be ordering new bearings with seals on both sides but there is also a separate dust seal on both sides.

I personally would never reuse old seals, besides when I did my bearings I basically ruined the seals getting them out, but then of course I knew I was putting in new ones so it didn't matter  . The kit I bought for wheel bearings included seals, which is one reason I like kits.

The kit I bought for wheel bearings included seals, which is one reason I like kits. +1! But I will not use All Ball kit anymore. I did the Vulcan rear and they felt as cheap as their price. I'll pay the extra price for good Japanese bearings as I always done in the past but I thought I'd give them a try.

Yeah we've had this discussion on this forum and I certainly appreciate Japanese quality, but I put the all balls kit in four years ago (50k miles) and haven't had a bit of trouble so maybe I just got lucky

My local honda dealer doesn't even stock honda bearings. Went there for front bearings for my 97 and they said the all balls kits have no more failures than the oem parts and half the price to the customer. I had used all balls kits many times before with no issues. The kits are great with all the seals included.
to answer your question yes replace the dust seals

New Bearings – New Seals Go to a Bearing House - Front Wheel Radial Ball Bearing (6204-2RSH), 6204 is size, 2RSH indicates rubber sealed both sides. H indicates a Viton seal, or go to your local Honda Dealer spend more money for the Honda Part No.# 91052-MBR-003
